City police received a report of juveniles swimming near the turbines at the Algonquin Dam near Trafalgar Park, Mill Street, at 6:50 p.m. Patrols sent the juveniles on their way.

John E. Cooper, 42, of 5953 County Route 6, Ogdensburg, was charged on a city court arrest warrant on charges of second-degree harassment and endangering the welfare of a child. He was being held in city lock-up, awaiting arraignment.

Tyler P.W. Yerden, 18, of 317 Todd Road, Rensselaer Falls, was charged with third-degree aggravated unlicensed operation by city police following a motor vehicle accident at 12:51 p.m. Tuesday in the Edgar A. Newell Golden Dome parking lot.

Benjamin A. Seguin, 24, of 17 Bromaghin Road, Ogdensburg, was charged with fifth-degree criminal possession of stolen property by city police at 11:21 a.m. Tuesday. He was arraigned and released into the supervision of probation. Police said the charges stemmed from his alleged possession of a bicycle that was reported stolen on June 23.

Douglas S. Foster, 54, of 14 Stevens Road, Gouverneur, was charged on a city court bench warrant at 10:57 a.m. Tuesday.

He was arraigned and remanded to the St. Lawrence County Correctional Facility on $2,500 cash or $5,000 bond.

A resident of the 1000 block of New York Avenue reported to city police at 10:46 a.m. Tuesday that his vehicle and garage had both been vandalized.

Kenneth R. Goolden, 47, of 231 Lake St. Apt. 3, was charged on a city court bench warrant for failure to appear or pay fine.

He was released on an appearance ticket.
