The National Republican Congressional* Committee will hit Rep. Bill Owens with an ad entitled "manure" that takes a swipe his lack of support for a balanced budget amendment.
The Web buy will debut Wednesday.
A balanced budget amendment would change the nation's constitution to require the federal government to balance its books every year. Mr. Owens has said that a balanced budget amendment is bad economic policy.
For Keynesians, the balanced budget amendment is a nightmare. It would restrict the government's ability to flex its muscle in times of recession.
Matt Doheny, Mr. Owens's likely Republican opponent, supports the balanced budget amendment. He argues that a BBA is the only way to get the nation's financial house in order.
