Man accused of breaking toddlers arm
A 19-year-old Lisbon man was arrested Tuesday for assault, charged with breaking the arm of the 2-year-old son of his girlfriend.
The boys mother, meanwhile, is facing an endangering the welfare of a child charge, according to Ogdensburg police.
Kenneth J. Morrow, of 1069 Fulton Road, was charged with felony second-degree assault. He was arraigned in city court. Judge William R. Small entered a not guilty plea on his behalf and sent him to St. Lawrence County jail, Canton, on $3,000 cash or $6,000 bail bond. A preliminary hearing is set for Friday.
Mr. Morrow allegedly appeared on the evening of Feb. 7 in the home of Cheyanne S. Whiteford, 19, of 121 Belmont Courts. While there, he allegedly twisted the boys right arm, breaking it. The boy also allegedly sustained a bloody nose.
The boys injuries required treatment in the emergency room at Claxton-Hepburn Medical Center evening. The hospital notified city police at 9:02 p.m. The call was initially recorded by police as a possible child abuse case.
Details on what prompted Mr. Morrows alleged assault on the boy were not available.
Miss Whiteford was charged by city police on Monday at 3:36 p.m. She is due in city court on March 1.
She put the child in harms way, said Detective Shawn R. Shaver, explaining the charge against Miss Whiteford.
Mr. Morrow will see private legal counsel.
