API: Thanks, Bill Owens!

The American Petroleum Institute, a lobbying group for the oil and natural gas industry, is thanking Rep. Bill Owens for his support of the Keystone XL pipeline in a mailer to north country residents.
The proposed pipeline would pump Canadian oil from Canada to the Gulf of Mexico, but environmental concerns have helped delay construction.
Mr. Owens, a Democrat of Plattsburgh, says that the pipeline has incredible job-creating potential, and sides with many House Republicans who want it build and want it built now.
The API's position here should serve as the definitive one: Mr. Owens supports Keystone. His likely Republican opponent in November, Matt Doheny, has accused him of not supporting it. But that's only because a measure to speed up the project was larded into a not-really-related payroll tax cut bill that would have also cut Medicare reimbursements to hospitals. Knowing there was an endgame for the payroll tax cut extension in sight, Mr. Owens voted against the bill; it was the sort of bill with a press release, and not public policy, in mind. (Of course, Democrats use this tactic just as readily when they're in power.)
And President Obama recently announced that his administration was expediting the construction of the southern half of the pipeline.
