Republicans Kellie Greene and Matt Doheny, who will face off in the June 26 GOP primary to take on Rep. Bill Owens, D-Plattsburgh, have both signed the Americans for Tax Reform pledge not to raise marginal tax rates.
The pledge also states that any tax expenditure that's eliminated must be accounted for, dollar for dollar, in tax reductions elsewhere. Grover Norquist's ATR pledge has proven divisive in Washington; while some say it propagates gridlock and inflexibility, others see it as a necessary firewall against a runaway government.
Mr. Doheny also signed the pledge in his 2010 race. His signature was announced via an ATR news release, while Ms. Greene posted notification to her Facebook page.
Mr. Owens, for his part, won't sign: "Congressman Owens has not signed the pledge," campaign manager James Hannaway said in an email. "He believes we should eliminate tax loopholes for companies who ship jobs overseas as well as let the Bush tax cuts expire for the wealthy."
