Gregory A. Carr, 49, of 416 Caroline St., Ogdensburg, was charged at 6:47 p.m. Tuesday by state police with felony DWI. He was stopped on Haggart Road, Ogdensburg, for a seat-belt violation. Troopers said his BAC was unavailable.
