William J. Kiblin Jr., 39, of 148 North St., Apartment 1, was charged by city police on Friday night with third-degree assault following a domestic incident.

Police said he held Michelle Ricks down, squeezed her face and then punched her. He was held at the Metro-Jefferson Public Safety Building, pending arraignment.
