* Dale W. Ashlaw, 45, of 11 Jameson Road, Lot 14, Canton, was charged with first-degree misdemeanor operating a motor vehicle while impaired by drugs at state police 5:21 p.m. Wednesday.

Mr. Ashlaw was stopped for failing to use his turn signal in the parking lot of Canton-Potsdam Hospital on Leroy Street. He was also charged with failure to signal, driving while using a mobile phone and a license restriction violation, all infractions. The drug Mr. Ashlaw is accused of using was unavailable, but he was charged after a blood test, troopers said.

Mr. Ashlaw was released to a third party.
