GOUVERNEUR — Kevin V. Kincaid Jr., 21, of 154B Hailesboro St., Apt. 17, was arrested by village police at 1:57 a.m. Sunday and charged with burglary, menacing and criminal possession of a weapon.

According to police, Mr. Kincaid entered the apartment of Krystal M. Deloach, Gouverneur, and brandished a butcher knife and refused to leave.

Mr. Kincaid was arraigned in Fowler Town Court and released to the custody of military police.
