GOUVERNEUR — Melissa A. Bonnell, 23, of 120 Grove St., Apt. 2, was charged at 2:30 p.m. Wednesday with failure to provide proper food and water to a confined animal, abandonment of an animal and having an unlicensed dog.

According to police, she left her pit bull in her apartment for long hours without proper care. During the investigation, she allegedly left the dog for more than 24 hours without food or water, at which point the dog was removed by the dog control officer on Nov. 1.

She is scheduled to appear in Village Court.
