Fire department increases code enforcement


MASSENA-A number of changes are taking place at the Village of Massena Fire Department.

The fire department has increased its amount of code enforcement responsibilities, which includes issuing building permits, conducting apartment inspections, new construction inspections and responding to property maintainence inspections. This is possible because Fire Driver in Charge Ken McGowan and volunteer Andy Hardy have finished New York State Code Enforcement training, giving the fire department three code enforcement officials, along with volunteer Bill O’Brien . A fourth fire volunteer , Walt Bean, has started code enforcement training, and will become a certified Code Enforcement Officer in January.

“It’s a huge cost-savings to the village because we’ve been doing code enforcement for a year now, and they don’t need to hire anybody else,” Mr. McGowan said.

The fire department will also begin to conduct village fire inspections a month in advance , and will hold monthly meetings with the mayor, building department, police department and the Department of Public Works to ensure property maintenance issues are addressed and corrected.

In addition, the fire department is adopting a new set of Standard Operational Guidelines to bring the department up to industry standards. Fire volunteers will now be required to adhere to a dress code when at the station, clean the station in their downtime and keep tract in a log book of each time fire equipment is used.

“Residents would see the changes if they came down to the station,” Mr. McGowan said. “As far as the operations end of it, I don’t see any changes. We have the same experienced firefighters in the department.”
