PULASKI — State police charged a Mexico man Wednesday with the rape of a 12-year-old girl in the town of Richland.

Lee O. Carr, 31, of 5 Mason Road, Mexico, is charged with second-degree rape and endangering the welfare of a child in an incident reported to police on Oct. 29. He was remanded to Oswego County Jail, Oswego, with bail set at $5,000 by Sandy Creek Town Justice Victoria Longo.
