Joseph D. Montoya, 23, 809 Mechanic St., was arrested and ticketed for third degree aggravated unlicensed operation of a vehicle and for failure to stop at a stop sign at the corner of Congress Street and Jersey Avenue at 8:19 p.m. Tuesday, city police said.
