David M. Fleisch, 30, of 202 W. Main St., is summoned to town of Pamelia Court to answer to a state public health law charge of violating the state sanitary code, cited early Friday morning by state police on Interstate 81.

Police said a trooper halted his auto at about 12:10 a.m., and detected an odor in the vehicle. Mr. Fleisch admitted he had been smoking synthetic cannabinoids, substances that are unique to the cannabis, or marijuana, plant, police said.
