Police at 12:23 p.m. charged Joshua D. Hess, 31, of 249 W. Main St., Apt. 2, at his residence after he allegedly was found yelling and shouting loudly on the 200 block of the street in the presence of several bystanders.
During the course of the arrest, police also charged Sallieann M.M. Babcock, 26, of 249 W. Main St., Upper Apartment, with second-degree harassment and resisting arrest after she pushed Officer Roy E. Whitmore, then prevented police from putting handcuffs on her, police said.
Mr. Hess and Ms. Babcock were both taken to the Metro-Jefferson Public Safety Building. Ms. Hess was released on $100 bail pending arraignment in City Court, while Ms. Babcock was held on $500 bail.
