Lisbon Town Council unaware of Planning Board members resigning


LISBON — At Wednesday’s Town Council meeting, Supervisor James W. Armstrong said he hasn’t heard anything from either Planning Board Secretary Patrick M. Madlin or Planning Board member Glenn R. Harris.

Both men have expressed their desire to resign from the Planning Board, and Mr. Harris, a professor at St. Lawrence University, Canton, has stopped attending meetings.

Planning Board Chairman Steven Wallace has also expressed a desire to resign if the animosity he perceives between the Town Council and the Planning Board continues.

Mr. Madlin said at the Nov. 12 Planning Board meeting that he will continue serving until the Town Council finds someone to replace him.

Councilman Alan D. Dailey said, “You can’t do that.” Mr. Dailey said Mr. Madlin will have to resign officially before the Town Council can replace him.

The Town Council is charged with appointing new members to the Planning Board.

Mr. Madlin plans to give the council an official letter of his intentions in the near future.

But Mr. Dailey stressed that “There’s no bad feelings between the town (council) and the Planning Board.”

Tensions between the council and the Planning Board began heating up in September after the Town Council asked code enforcement officer Christopher J. Sherwin to look into revising the mandate of the Planning Board to limit its ability to review residential permits.

Two months later, Mr. Sherwin has not gotten back to the Town Council with recommendations.

Mr. Armstrong said he was expecting Mr. Sherwin to give the council recommendations at Wednesday’s meeting.

Mr. Sherwin could not be reached for comment.

Members of the Planning Board are volunteers appointed to help enforce site plan review laws.
