Jorge L. Lopez-Rodriguez, 60, of 413 Judson St., was arrested Friday at 7 p.m. for criminal obstruction of breathing and second-degree harassment, city police said. He was accused of choking Cheri M. Bruyere, 30, of Ogdensburg, and pulling her hair. He was released to probation supervision.
