Town to review apartment complex proposed for Ives Hill Country Club

P.J. Simao plans to propose construction of a 400-unit apartment complex on land that is now a part of Ives Hill Country Club in the town of Watertown.

Mr. Simao said a representative from GYMO Architecture, Engineering & Land Surveying P.C., Watertown, will be at tonight's town Planning Board meeting to present “very preliminary plans” for the project that would include “an excess of 400 units” at the golf course.

The Planning Board also will get a first look at plans for a Nice N Easy Grocery Shoppes convenience store at the old site of Bomax Inc. at Route 12F and Salmon Run Mall Road. It would be constructed on about 1.5 acres. Mr. Simao also owns that land.

Watertown Deputy Town Clerk Pamela D. Desormo, who also serves on the Planning Board, said she got a call from Patrick J. Scordo, GYMO’s principal, asking that the projects be placed on Monday’s agenda.

“I don’t know anything more,” she said.

Both projects are in the infancy stages. Mr. Simao declined to elaborate more on the two projects, saying that extensive plans will be presented Monday night.

In August, Mr. Simao, an Alexandria Bay developer, put the 63-acre parcel off Ives Street Road on the market, along with the other two parts of the golf course, a 55-acre parcel that includes the clubhouse and a 16-acre parcel on Weldon Drive. He said then it was his intention to restrict the sale of the clubhouse and the Weldon Drive property to a buyer who agrees to continue to maintain the property as a golf course.

The land on the Ives Street Road sides of the property is adjacent to Immaculate Heart Central School and Ives Hill Retirement Community. The 63 acres is assessed at $141,000.

Mr. Simao recently told a reporter that he was continuing to market the remaining acreage for development and the golf course was being surveyed.

Mr. Simao, through Prime LLC, purchased the course in 2007 after its previous owner, Ives Hill Land Co., decided to sell to alleviate debts the course incurred. He had planned to own it for two or three years and then sell it, Mr. Simao said in August.

Ives Hill operated as a nine-hole course from its founding in the late 1800s until it was expanded to 18 holes in the 1970s.

It was unclear on Thursday whether Mr. Simao planned to develop the apartments himself or another developer would be involved.

Earlier this year, Mr. Simao was involved in selling property to the Rochester-area company Morgan Management LLC for the 394-unit apartment complex now under construction on County Route 202. Another development company he owns, Route 57 Development LLC, sold about 57 acres to Morgan for $1,750,000.

Mr. Simao and Morgan also had a relationship regarding the sale of a 22-acre parcel across from Walmart on Route 11 in the town of LeRay for $1.3 million for commercial development.

Valentine Stores Inc., Watertown, planned to build a Nice N Easy store on a portion of that property, but decided site-plan modifications required by the town were too stringent and backed out of the deal.

However, Mr. Simao confirmed that the Nice N Easy store would be operated by Valentine. He declined further comment, repeating that the information would be presented Monday night.
