Justin C. Sullivan, 28, of 508 New York Ave., was charged by Watertown police Thursday night with third-degree criminal mischief, third-degree assault and criminal obstruction of breathing or blood circulation following an alleged domestic incident at his home.

Police said he choked and hit Tonya L. Gifford repeatedly in the face, causing a black eye and swelling to the left side of her face. Mr. Sullivan also threw her $370 cellphone against a wall, causing the phone to break, police said.

He was being held at the Metro-Jefferson Public Safety Building pending arraignment.
