Lisbon Planning Board skips Monday night meeting


LISBON – Members of the town’s volunteer Planning Board did not show up to Monday’s scheduled meeting.

Planning Board Secretary Patrick M. Madlin said he hadn’t heard from Code Enforcement Officer Christopher J. Sherwin whether or not there was a meeting.

“Normally we get a letter on Friday [from Mr. Sherwin] to give us the agenda for Monday,” said Mr. Madlin, adding that no such letter had been sent. He assumed the meeting had been canceled.

Mr. Sherwin could not be contacted for this story.

But Town Council Member Susan M. Duffy, liaison to the Planning Board, was at the Town Hall for the 7 p.m. meeting as scheduled.

Ms. Duffy said she was under the impression the meeting was going forward as planned and had heard nothing to the contrary.

At last month’s meeting, Mr. Madlin said he would resign from the board as soon as the Town Council found a replacement.

Board Member Glenn R. Harris has also said he would resign from the board and Chairman Steven Wallace said he would resign if the relationship between the Board and the Town Council continued to be contentions.

The Town Council and the Planning Board have been at odds since September when the Council requested Mr. Sherwin look into amending the mandate of the Planning Board.

The Council wants to see the Planning Board stripped of its ability to review residential building permits, placing the authority over those applications with Mr. Sherwin.

Mr. Sherwin has yet to approach the Council with proposals although both Town Supervisor James W. Armstrong and Ms. Duffy said they expected a report at last month’s meeting.

Ms. Duffy said neither Mr. Madlin nor Mr. Harris have given the Town Council word of their resignations besides through media reports.

“There’s no official paperwork saying that they’ve resigned,” said Ms. Duffy.

The Town Council is the entity responsible for appointing members of the community to serve on the Planning Board. Until they receive paperwork the Council cannot appoint new members to the Planning Board.

Mr. Madlin said he is planning on submitting paperwork for his resignation this week.

Ms. Duffy said she has heard from several Lisbon residents who are interested in joining the Planning Board.
