DEFERIET Prior to a special meeting of the village board of trustees Dec. 17, former trustee William Littlefield was sworn in to serve in that capacity again until the November election.
Mr. Littlefield was defeated during last months election, which seated Timothy Irey and Janet Zando as trustees. However, write-in mayor-elect John Pais declined the position and, at the Dec. 5 meeting, Ms. Zando was elected mayor by her fellow trustees. With a vacancy on the board, Mayor Zando nominated Mr. Littlefield as trustee.
During the special meeting, the board heard proposals from Robert J. Campany of Fourth Coast Inc. for aeration control upgrades at the wastewater treatment plant and the installation of solar panels on the municipal building and/or the wastewater treatment plant.
Mr. Campany told the board he had received three bids for the work at the treatment plant. The board accepted the low base bid of $41,900 submitted by Hoover Heating and Cooling of Alexandria Bay, with an additional $9,500 for variable frequency drives and $1,700 for new premium efficiency motors.
The project will include having the plant off line for about two weeks and having the sewage pumped out and trucked to Great Bend for treatment during the down time. A spare tanker from the village of Alexandria Bay could be used for hauling.
After hearing from Mr. Campany about the possibility of installing solar panels with a 40 percent rebate from the state Energy Research and Development Agency, the board decided to table a decision. With the rebate, the village share of either estimated $77,000 project would be about $46,000, according to Mr. Campany. He said the equipment should last about 25 years, and there would be a 12- to 13-year payback for the initial investment with the electrical savings.
Representatives of Bernier, Carr and Associates gave information about the ongoing joint water project with the village of Herrings to bring the new board up to speed. The engineers said phase one of the project was complete and next they would have to find a site for the water tower which would serve both villages.
