Cape Vincent water plant project could break ground next month


CAPE VINCENT — The village plans to break ground as soon as next month on its water treatment plant upgrade, which would nearly double its water production.

Earlier this year, the village secured a $2,695,000 loan from the U.S. Department of Agriculture Rural Development office to add a fourth filter to increase water production from 1.4 million gallons to about 2.2 million gallons per day, allowing more residential and commercial hookups to the public system.

Mayor Timothy D. Maloney said the village board hopes the project can break ground in January or February and is aiming for a fall completion.

Continental Constructions, Gouverneur, Jordstat Construction, Alexandria Bay, and Hyde-Stone Mechanical Contractors, Watertown, were hired for the multimillion-dollar job. Engineers with Bernier, Carr & Associates, Watertown, were hired for project designs.

The project has been in the works since 2008, and the village government secured a $2 million federal grant in 2010 to help finance the $3.8 million project to expand the plant and replace the three filters to make them compatible with the new filter.

The extra water produced and the cost of the project not covered by grants will be split evenly between the town and the Development Authority of the North Country, which sells the water to the surrounding communities.

But DANC and Cape Vincent council members have discussed asking the village government to chip in as it would benefit from the general upgrades to the plant as well, according to town officials.
