CRIMINAL OBSTRUCTION BREATHING - NORFOLK - Norfolk-based state police charged Timothy J. Oakes, 26, of Norfolk with criminal obstruction of breathing Thursday morning following an investigation into an incident reported at 1:30 p.m. Wednesday from the town of Norfolk. Oakes was also charged with second-degree harassment and endangering the welfare of a child. He was arraigned in local court and released on his own recognizance.

PROPERTY DAMAGE ACCIDENT - WEST STOCKHOLM - Massena-based state police investigated a two-vehicle collision at 7:29 a.m. Thursday on Route 11, near County Route 47, in the town of Stockholm. Troopers said the vehicles were operated by Harvey E. Landry, 20, of Malone and Mary A. McIntosh, 44, of Potsdam.
