GOUVERNEUR – Charles L. Stowell, 93, passed away Thursday at the Kinney Nursing Home, Gouverneur.A funeral service will be held Monday at 11:00 am at the Green Funeral Home, Gouverneur. Calling hours are Sunday from 1:00 to 3:00 and 5:00 to 7:00 pm.
