CAPE VINCENT — Heather M. Williams, 2 W. Walnut St., Islip, was charged by state police on Saturday morning with first-degree promoting prison contraband and fifth-degree criminal possession of a controlled substance.

State police said she was found with 21 grams of synthetic marijuana at the Cape Vincent Correctional Facility. Ms. Williams was taken to the Metro-Jefferson Public Safety Building in lieu of $10,000 bail.
