Motorists accused of DWI


The following were charged with driving while intoxicated and related offenses:

n Jonathan M. Ryan, 24, Minneapolis, Minn., was charged by Jefferson County sheriff’s deputies with aggravated DWI, driving with a suspended or revoked registration and disobeying a traffic control device at 3:09 a.m. Sunday at the Interstate 81 interchange on Route 3. He tested at 0.20 percent blood alcohol content, deputies said. A BAC of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI is charged when the BAC is 0.18 percent or more.

n Melani L. Hagans, 24, of 5th Armored Division Drive, Fort Drum, was charged with aggravated DWI by Watertown police at 3:10 a.m. Sunday in the 500 block of Pearl Street. Her BAC was listed as 0.18 percent. Police said a vehicle she was driving struck the rear end of a marked patrol car with its emergency lights activated, resulting in a charge of second-degree obstructing governmental administration. She also was cited with aggravated unlicensed operation because her license was suspended for failing to answer three previously issued summonses and failing to pay two fines, police said.

n Bryan A. Ludwikowski, 40, Fowlerville Road, Port Leyden, was charged by state police with aggravated DWI following a traffic stop at 5 p.m. Saturday in Port Leyden. His BAC was listed as 0.19 percent.

n Kathleen M. Kraeger, 47, West Street, Constableville, was charged by state police with aggravated DWI following a traffic stop at 9 p.m. Saturday in the town of West Turin. Her BAC was listed as 0.28 percent.

n Andrew R. Eaves, 27, Boshart Road, Lowville, was charged by state police following a traffic stop at 3 a.m. Sunday on Boshart Road. His BAC was listed as 0.17 percent.

n Lee R. Harper, 62, of 71 Washington St., Heuvelton, was charged by state police at 10:45 p.m. Saturday on County Route 15 in Oswegatchie, where he was stopped for failure to keep right. His BAC was unavailable Sunday.

n Elaine P. Forcier, 54, of 18889 Peel Dock Road, Wellesley Island, was arrested by state police at 5:55 p.m. Sunday on Route 12 in the town of Pamelia. She also was cited with making an unsafe lane change and driving on the shoulder of a highway. Police listed her BAC as 0.17 percent.
