A Rochester man is alleged to have possessed cocaine and marijuana when he was booked into the Metro-Jefferson Public Safety Building early Monday.

James R. Alexander, 34, was charged by Watertown police about 1 a.m. with third-degree criminal possession of a controlled substance, a felony, as well as counts of resisting arrest, disorderly conduct, unlawful possession of marijuana and second-degree promoting prison contraband.

Police said he was observed urinating in public outside a bar in the 500 block of State Street. When police tried to arrest him, he allegedly pulled away from officers, tucked his arms underneath himself and refused to put his arms behind his back as ordered to by officers.

At the jail, police alleged that he was found to possess 19 individually wrapped “rocks” of crack cocaine, packaged in a manner consistent with the intent to sell the drug. He also allegedly possessed 2 grams of marijuana. He will answer the charges in City Court.
