Travis D. Davis, 27, of 114 Meadow Ave., Apt. 63, Watertown, was charged by city police Sunday night at 342 Flower Ave E. with seventh-degree criminal possession of a controlled substance. Police said he possessed a spoon containing residue and cotton that tested positive for heroin. He was also arrested on a violation of parole warrant and turned over to the Jefferson County Sheriff’s Department.
