St. Lawrence County Department of Motor Vehicles exceeds revenue estimate


CANTON — The St. Lawrence County Clerk’s Office has exceeded the amount of revenue it estimated it would bring in for 2012.

The revenue is primarily due to an increase in the county’s downstate automobile dealer business. The clerk’s office also brings in revenue when residents conduct their business with the Department of Motor Vehicles locally.

The budget adopted for 2012 estimated gross revenues of $3,505,472 but final figures for the year show a figure of $3,809,667, County Clerk Mary Lou Rupp said. Expenses were less than projected, resulting in a net revenue to the county of $1,781,345, an increase of $297,269 over the previous year.

Last year, the DMV’s Gouverneur satellite office added two new downstate dealers, Mrs. Rupp said.

The county generates extra revenue by processing transactions for downstate automobile dealers, primarily registrations for new and used vehicles.

The county retains 12.7 percent of the fees when transactions are processed locally.

“It’s not just the downstate dealer business but it’s the local business, too, that helps,” she said.

Downstate dealers that use the St. Lawrence DMV are promised rapid service rather than the lengthy waits for processing they experience in their home communities.

The budget for 2013 estimates revenues at $3,857,472.

“We have been up so far this year,” Mrs. Rupp said.

Her office has mailed several dozen letters to other dealers trying to attract more business but is facing competition from other county clerks who have also picked up the practice of processing downstate transactions, Mrs. Rupp said.

“I would like to get more,” she said.
