With problems resolved, Roxy Hotel to reopen in May

CAPE VINCENT — With legal and financial issues plaguing the business now resolved, the Roxy Hotel on Broadway is slated to reopen in early May for the 2013 tourist season.

Over the winter, there were concerns the hotel had suffered interior damage after fire alarms were falsely triggered on several occasions.

John B. DeFrancesco, former president of the Cape Vincent Local Development Corp. who helped secure a state grant for Roxy’s $2 million restoration, said developer Michael A. Treanor is aiming to reopen the hotel in the first week of May.

Depending on the weather, however, the opening could be delayed, Mr. DeFrancesco said.

Mr. Treanor was unavailable to comment Tuesday.

Other than some landscaping work required outside the hotel, the hotel is in good shape, Mr. DeFrancesco said.

Built in 1894, the three-story brick building was renovated and reopened in 2011 thanks to a $1.5 million Restore New York grant administered by the Empire State Development Corp.

The 15-room hotel closed for the 2012 season in September. And at least until the developer figures out how to stay afloat in the winter, the Roxy and its restaurant — Monaghan’s Irish Pub — will remain a seasonal operation.

“As you know, it’s very difficult to remain open in the winter up here,” Mr. DeFrancesco said.

One of the five townhouses behind the hotel has been completed and rented, but the others still need to be finished, he said. Mechanics’ liens attached to the property were lifted in November, allowing the developer to resume work on the remaining four townhouses.

The legal dispute had prompted Empire State Development to withhold more than $500,000 in Restore NY reimbursements. But now that the legal issues surrounding the Roxy project have been resolved, Empire State Development will make a partial payment on the remaining money shortly and the final balance will be released upon the grantee’s request, according to an ESD spokesperson.
