WEST CARTHAGE — A new behavioral off-post health care clinic for Fort Drum soldiers is now open in the village.

The 3,335-square-foot office clinic, located at the Franklin Place Medical Building, Franklin Avenue, started operations at the beginning of April.

Spectrum Healthcare Resources, a division of TeamHealth, St. Louis, Mo., operates the space. The company specializes in work with the military, the Department of Veterans Affairs and other federal agencies.

An emailed statement from the company said it was proud and honored to operate the clinic and work with the area’s military population.

In the statement, the company said it did not issue a notice or hold an opening event for the clinic out of respect for patients’ privacy.

The new clinic replaces a space operated by Samaritan Medical Center in Watertown.

On Tuesday, clinic and Spectrum officials declined to specify the number of patients and staff members they would have at the space, stating only the number of patients and staff would be the same as the past clinic with all previous staff members offered jobs at the new clinic.

The Watertown clinic had 11 staff members and in a five-year period, starting in June 2008, scheduled about 40,000 appointments with about 3,000 patients.

The regional medical command’s contract with the hospital was opened for new bidding after it sought to change wording in the contract to require filing through the Army’s emergency records system.

Post officials have been working to expand behavioral health offerings, and off-post facilities have been emphasized as a way for soldiers to seek different care options and possibly find more privacy.
