LISBON — A man and his mother are facing charges after they allegedly allowed two small children to play unsupervised near Route 37.

Todd J. Terhune, 35, and Elizabeth T. Harper, 61, both of Ogdensburg, were charged Monday with endangering the welfare of a child, a class A misdemeanor, state police said.

Troopers said they drove by a home on Route 37 and saw the children, ages 2 and 3, alone near the highway. Investigation revealed that Mr. Terhune and Ms. Harper were supposed to be watching the children, one of whom belonged to Mr. Terhune and the other to a friend of his, troopers said.

Mr. Terhune and Ms. Harper were issued appearance tickets in the case.
