Gouverneur keeps taxes steady

GOUVERNEUR — The village Board of Trustees adopted a budget Wednesday that keeps taxes stable.

The tax levy will rise $1,000 to $1,313,000, but the tax rate will stay the same at $12.30 per $1,0000 of assessed valuation.

Trustees had originally projected a levy increase of 3.6 percent, but an increase from the state in highway funding, the use of about $30,000 from the fund balance of nearly $1 million and an overall increase in assessed valuation led to the tax rate stabilization.

The total of assessed valuation in the village rose $127,714 to $106,797,271.

The village has not had a tax increase for a number of years, which could mean a hefty hike down the road, Trustee Charles W. Newvine said. He would have preferred an increase of about 2 percent.

“I think it’s detrimental to not have a moderate increase in taxes,” he said.

The meeting had been adjourned from Tuesday because of a power outage that affected the municipal building. Officials first thought the problem was at the hydro plant, which powers the building and streetlights, but tracked it instead to a faulty light in the municipal parking lot.

The municipal building lacked a circuit disconnect from the parking lot, so a back-up generator also failed.

After the Department of Public Works traced the problem to the parking lot, rather than leave the police department in the dark, crews turned off all the lights in the municipal lot. Electricity to the building was restored around 8:30 p.m. Tuesday.

While the parking lot remains dark, repairs will be made shortly, DPW Superintendent Michael Moroz said.
