West Carthage board refuses to reduce water bill


WEST CARTHAGE — The village Board of Trustees denied a request for a water bill reduction during its April 8 meeting.

Mayor Scott M. Burto said a property owner’s water pipes and meter broke, which caused a leak. The resulting water loss raised the resident’s quarterly bill by more than $180. After discussion, the mayor instructed that a letter be sent to the resident stating that traditionally, the village does not reduce water bills because the water was used.

In the case of water leaks, the sewer portion of the bill sometimes is reduced because the water does not pass into the system.

The board also approved water and sewer re-levies to Jefferson County for the unpaid bills of several residents. The county will add the sums to the residents’ property tax bills and refund the village upon payment.

Since the amount of the charges is $10,000 higher than last year, trustees discussed changing the water regulations to allow shutting off the water in cases of nonpayment.

Village Clerk Deborah J. Pierce suggested that if the changes were enacted, the village Department of Public Works would have to have an employee dedicated to shutting off and restoring water service because of the high number of delinquent accounts.
