Watertown police: teen choked man

Joseph A. Tolbert, 16, a resident of the Children’s Home of Jefferson County, 1704 State St., was charged by Watertown police Thursday night with second-degree strangulation, a felony, and third-degree attempted assault.

Police said he choked John R. Combs, Watertown, to the point where the man could not breathe or speak and caused him to briefly lose consciousness Thursday night at the Children’s Home. Mr. Tolbert also is accused of punching Mr. Combs in the face and head several times.

He was held at the Metro-Jefferson Public Safety Building pending arraignment.
