Ex-Collins property cleanup funds eyed

A funding source has been identified to obtain the $1.9 million needed to pay for the cleanup of theformer Collins property at 7610 Route 68 in the town of Oswegatchie.

State Department of Environmental Conservation spokesperson Lori M. Severino said the $12 million NY Works II program will be sought for the funding.

“This is one of 25 Environmental Restoration Program sites that we hope to include in a request for applications to be issued this summer for projects to be funded by the governor’s $12 million NY works II program,” she said. “A letter was sent to the municipalities on this list, which included Ogdensburg, to indicate their interest and provide information we will use in developing the request for applications.”

The property was deemed unusable after a petroleum spill in the early 1980s. It was owned by Clarence J. Collins Real Estate Development Co. until April 2007, when the town took hold-harmless ownership of the property.

Until the mid-1980s, the property was owned by several oil companies including Augsbury Corp., Gulf Oil Corp., Esso Standard Oil Corp., Atlantic Fuels and Ultramar Petroleum Inc.

The cleanup will take 12 to 18 months to complete and will require 24,450 tons of earth be excavated and aerated.

DEC will also attempt to track down the former owners to get them to cover the cost of the cleanup.

When the cleanup will begin has yet to be ascertained.

“There is no set start date at this time,” Ms. Severino said.
