Lisbon Medical Group will reopen in July


LISBON – The Lisbon Medical Group will be under new management starting July 1.

Ernie S. Cougler, 49, of Rensselaer Falls, is taking over the primary care facility following the retirement of Alan Winney in May.

Mr. Cougler, a registered nurse for the last 30 years, graduated as a nurse practitioner from Upstate Medical Center in 2009.

“I’m very lucky to have this opportunity,” Mr. Cougler said.

The building, located at 7016 County Route 10, is owned and maintained by the town and designed to give affordable access to the best possible health care.

“I’ll take insurance, self-pay; I really don’t care what you have for insurance. I’ll just take care of patients as they come,” Mr. Cougler said.

He said walk-ins will be welcome.

Currently Mr. Cougler works at E.J. Noble Hospital in Gouverneur.

Town Councilor Alan D. Dailey said Mr. Cougler comes highly recommended by Mr. Winney.

The building will need some work before Mr. Cougler can set up shop on July 1, including new carpets and a fresh paint job, Mr. Dailey said.

The town is still working out a contract with Mr. Cougler to occupy the building, including a rent rate and whether the town will purchase equipment – like exam tables – to help lower the starting cost, Mr. Daily said.

At the June 12 Town Council meeting, board members will discuss whether to purchase $10,000 worth of medical equipment owned by Mr. Winney for Mr. Cougler and how much they expect him to pay per month.

“We’re trying to make getting started as easy as possible,” Mr. Dailey said. “We want him to keep the costs down as much as he possibly can.”

Mr. Winney, who left a parting note on the door of the clinic when he retired that recommended Mr. Cougler and thanked the town, could not be reached for comment.

Mr. Dailey said he has served the town well for the last four decades.

“I can’t say enough good things about him,” Mr. Dailey said. “He’s been awful good to Lisbon and the people in Lisbon.”
