Owens re-introduces bill to lower rule-making cost

Rep. William L. Owens, D-Plattsburgh, has joined bipartisan colleagues on the U.S. House of Representatives Judiciary Committee in reintroducing legislation that would reduce the cost of new regulations by reforming the federal rule-making process.

The Regulatory Accountability Act would require executive and regulatory agencies to choose the least costly rule during the rule-making process.

That process would be improved by requiring agencies to identify and consider available regulatory alternatives.

A more costly rule can be adopted only if the additional benefits of the more costly rule justify the added expenses.

The bill includes a provision that would allow the public to petition for a hearing about a particular rule within 30 days of a proposed rule-making notice’s publication. The House passed the bill last year but the Senate did not pick it up.
