OBSCENITY - NORFOLK - Massena-based state police charged Andrew M. Francis, 22, of 287 Brookdale Road, Brookdale, also listing a St. Regis Falls address, with third-degree obscenity and endangering the welfare of a child Sunday following an investigation into an incident reported on May 4 from the town of Norfolk. Francis allegedly sexted a naked photograph of himself to a 12-year-old female.
He was also picked up on a county court warrant for an alleged violation of his release under probation supervision.
Francis had been charged with third-degree grand larceny in October. He allegedly stole $5,000 in NASCAR collectible items from his mother, Cynthia M. Francis. These included 200 die-cast cars and a framed, autographed print of Kyle Petty.
Probation officials allege Francis violated the conditions of his release under the supervision of the probation department by leaving a halfway house in Oneida against clinical advice.
He was arraigned on the warrant by St. Lawrence County Court Judge Jerome J. Richards Monday morning and sent back to the St. Lawrence County Correctional Facility without bail. The court also directed that Francis be drug tested.
