Management company seeks grant to spruce up apartment complexes

CARTHAGE — In order to receive grant funds through the U.S. Department of Agriculture’s Rural Development, Carthage Apartments underwent an inspection June 11.

Susan M. Kimmel, president of Two Plus Four Management Inc., East Syracuse, said the inspection was not a reaction to a recent complaint by tenant Erik Thorsteen; “the timing is coincidental.”

The management company president said the capital needs assessment was done in order to pinpoint ways to improve the Carthage Apartments I (Washington Courts) at 333 S. Washington St. and Carthage Apartments II at 620 S. Washington St.

In response to the complaints by Mr. Thorsteen, Ms. Kimmel said the management company has had contractors, architects and their own employees inspect the property and found no structural damage.

Although the scope of work for the capital project is unknown at this time, Ms. Kimmel said it would be a “facelift to the structures” which could include roofing, facades, replacing cabinets and flooring.

Washington Courts was built in 1982 and Carthage Apartments II in 1984.
