CANTON — An expected appearance by Gov. Andrew M. Cuomo on Wednesday to sign Start-Up New York legislation at SUNY Canton did not take place, but still could be in the works.

“I heard he was postponing,” said Canton Town Supervisor David T. Button, who had been one of those invited to the event. “I was told when it was rescheduled, he’d be back in touch.”

The initiative was passed by the state Legislature. The Start-Up program will establish tax-free zones on SUNY and select private college campuses. Businesses that set up shop in a tax-free zone will be exempt from corporate, property and sales tax for 10 years. Employees working at businesses in the tax-free zones will not have to pay income taxes for five years.
