Lisbon Beach may have overcharged residents, town offers refund

LISBON — Taxpayers in Lisbon may have mistakenly been charged to use the town beach, and the Town Council is offering refunds to anyone with documentation proving he was charged in error.

According to regulations passed by the Town Council last year, residents and Lisbon taxpayers can obtain free season passes to use the beach. The passes formerly were $10.

Passes, which are designed to be stuck to a vehicle, were given out with this year’s tax bills, Town Clerk Donna D. McBath said, and also can be picked up at the Town Hall.

But a failure to communicate led to some residents being charged to receive a seasonal pass for the beach.

“Nobody said anything to me,” Michael J. O’Neil, director of the Lisbon Beach and Campground, said of the new system.

The failure to communicate resulted in some residents being admitted for free if they had a pass they received in the mail or at the Town Hall, and others being charged $10.

To ensure only town residents are using free seasonal passes, the Town Council said, they will be made available only at the Town Hall. Councilor Alan D. Dailey said keeping the distribution of the passes confined to Town Hall will allow Mrs. McBath to ensure everyone getting the pass is a town taxpayer. “The purpose of this is to make it equitable,” Supervisor James A. Armstrong said.

Anyone who can prove he was mistakenly charged should report to Mrs. McBath at the Town Hall for a refund.
