Morristown Town Council will override tax cap as precaution

MORRISTOWN – The town is beginning the process of passing legislation allowing it to raise property taxes over the 2 percent cap in next year’s budget.

Described as a safety net measure by Town Supervisor Frank L. Putman, the measure was approved by the town council at Thursday’s special meeting. The measure will be the subject of a public hearing at 7 p.m. on Aug. 6 before the monthly council meeting.

Mr. Putman said if the measure is approved, this will be the third year the town has enacted preemptive legislation giving them the flexibility to override the cap.

“We’ve not had to use it,” Mr. Putman said.

Over the last three years has maintained the same tax rate at $3.09 per $1,000 in assessed value.

Mr. Putman said this has been maintained primarily by cutting health insurance costs.

The town no longer covers the health insurance costs for the town council, town clerk or code enforcement officer.

“If we need to [override the cap] we can. If we don’t need to, then we’re sure not going to,” W. Howard Warren, deputy town supervisor, said.

Mr. Warren said the provision will ensure the town is capable of balancing its budget this year.
