Madrid teenager jailed on sexual abuse charge


MADRID - Massena-based state police charged Tyler J. Moulton, 19, of Madrid with first-degree sexual abuse and endangering the welfare of a child stemming from an incident that allegedly occurred on the afternoon of June 27 in the town of Madrid. Moulton allegedly had sexual contact with a female under 7 years of age.

He was arraigned by Massena Town Justice Gerald T. Sharlow and was sent to the St. Lawrence County Correctional Facility with bail set at $25,000 cash or $50,000 bond.

The incident came to light when the young girl shared details of the case with family members in early July. The mother told state police investigators that she confronted Moulton about the allegations and he admitted he had molested her daughter. He told the girl’s mother that he had an addiction to pornography and masturbation. Moulton knew the family through church.

Moulton was previously sentenced in 2011 for sexually abusing a 9-year-old girl on Thanksgiving Day 2009. He was sentenced to spend 60 days in jail and serve 10 years’ probation. A protection order was issued for the victim by County Judge Jerome J. Richards.

Moulton’s attorney asked the judge to classify his client as a youthful offender, thus permanently sealing his court record. The motion was denied.

At the 2011 sentencing, Judge Richards said the Legislature needs to write a law for offenders who, like Moulton, are teenagers with no criminal history convicted of a sex offense.

The prosecutor said the victim’s mother would rather see Moulton be classified as a sex offender than serve jail time.

He plead guilty to the charge April 15, 2011.
