Lisbon sex offender charged for failure to register address


CANTON — A convicted sex offender was arrested Wednesday by St. Lawrence County sheriff’s deputies when he was found residing in what police called an “unlivable trailer” in Lisbon and charged with failure to register a change of address as a registered sex offender, a class E felony.

Mark A. Francis, 39, a registered Level 2 sex offender, was found on his grandmother’s property at 649 Bull Run Road, Lisbon, after sheriff’s deputies were tipped off by a neighbor that he had been staying in a trailer there.

“It’s a large property and he was back a ways in a trailer that wasn’t up to code,” Deputy Andrew Ashley said.

Currently, Francis is registered with the state Department of Criminal Justice at 7001 county Route 10, Lisbon, his father’s residence, police said.

As a sex offender, Francis has to register a change of address within 10 days of the move. Police allege that he had been living in the trailer for more than 10 days without having notified the state sex offender registry.

Francis was arraigned in Oswegatchie Town Court and remanded to St. Lawrence County jail without bail. He will be scheduled to appear in Lisbon Town Court.

In 1999 Francis was convicted of second-degree sexual abuse for having sexual contact with a 13-year-old girl.
