IJC had good presentation on Plan 2014

Congratulations to the Watertown Times for its forthright endorsement of the International Joint Commission’s Plan 2014 proposal. At the hearing I attended recently, I was impressed by the IJC’s coherent presentation of the plan’s benefits and by the commissioners’ obvious sincerity in welcoming public input.

It is interesting that an entire constituency, recreational boating and its supporting infrastructure on the St. Lawrence River was never considered when the present protocol was developed. Nor was the negative environmental impact of decades during which, under the plan, water levels fluctuated only within relatively narrow limits.

Plan 2014 addresses these oversights. In the latter case, attempting to duplicate natural, unregulated outflows is a long-overdue reparation. It affirms a growing belief that, while Mother Nature isn’t perfect, unlike man’s quixotic tinkering efforts, she generally gets it right in the long haul.

I join the Times in the hope that Plan 2014’s virtues will be recognized and that it will win prompt approval by the governmental entities involved.
