A Watertown man was accused by state police Monday of allegedly sexually abusing a child over a three-year period while he lived in Black River.
Police said Joshua P. Koutrakos, 27, of 1007 Bronson St., had sexual contact with the child from January 2009 through January 2012, starting when the child was 7 years old.
Koutrakos was charged at his residence with predatory sexual assault against a child, endangering the welfare of a child and one count of unlawful possession of marijuana. Police said the drug charge stemmed from 1.3 grams of marijuana in his possession.
He was sent to the Metro-Jefferson Public Safety Building, where he was being held without bail pending arraignment in Jefferson County Court.
Assisting with the investigation were Jefferson County Child Protective Services and the Watertown Police Department.
