Parishville Town Supervisor Jerry Moore frustrated with Department of Transportation’s lack of work on Route 72 paving

PARISHVILLE - Parishville town officials are urging the state Department of Transportation to complete renovation work on state Route 72 that was started over a decade ago.

Town officials say a stretch of Route 72 from the Parishville Town Hall into Hopkinton was completed in 2001. But Parishville Town Supervisor Jerry G. Moore said he has spent the past three years urging DOT officials to complete paving that is located between Stafford Corner and Parishville Center. He said DOT officials promised last year that work would be finished this summer. But with the summer work schedule coming to an end Parishville officials are skeptical.

DOT Region 6 Public Information Officer Michael R. Flick, contacted after the town board meeting, said that only some patching on the road is scheduled to be done this summer. He said he was unaware of any correspondence sent to the Parishville town supervisor and noted paving work on Route 72 is next scheduled for 2015.

“We have an engineer that oversees the state highways in the county. He said that we’re on the schedule for 2015. That may change as program plans are adjusted based on projected vs. actual funding streams, needs, etc.,” Mr. Flick said. “In between now and then, we will continue with patching and keep Route 72 as well maintained as we can.”

Parishville resident Gary Snell Jr. had raised the issue at this week’s town board meeting.

“State Route 72 Jerry, the condition of it ... that didn’t get done... I talked to the engineer and there’s nothing scheduled until 2015 and that’s just the resurfacing of the road. If you don’t travel that road, if you don’t know, there’s a bunch of businesses there. Sometimes there’s 100 commercial vehicles beyond that stretch of road,” Mr. Snell said.

“It’s basically a horse and buggy road with 21st century vehicles on it. You can’t walk on the road and it doesn’t affect just the people that live there. The old Parishville Road is getting a ton of increased traffic because people are diverting around all of the farm equipment on it. And it’s nothing against the farm equipment, it’s just the road’s not designed to take that kind of abuse down through there,” Mr. Snell said.

Mr. Snell said he was told the money for improvements to the road between Stafford Corner and Parishville Center had been approved when the original work was done 12 years ago. “...obviously then they thought there was a need to do it then and they didn’t do it,” he said.

Mr. Moore said that he received a letter from the DOT in 2012 stating that the paving would be done this summer. Meanwhile, Mr. Snell said he was told by the same people that it would be a 8 to 10 year process and is not close to being completed.

“Everyone’s well aware if you drive that road. The town is plowing the road. It’s a hazard, and someone’s going to get hurt on that road. There’s no shoulder anywhere to walk on it. I wish there was something we could do as far as bringing attention to that problem,” Mr. Snell said.

“And even if the pavements smooth, the humps in that road down through there, it’s a hazard. It’s going to happen. There’s going to be a major wreck down through there and it’s not (because of) excessive speeds. It’s (because) the road is not made to handle that wide of equipment and that much truck traffic down through there. Last year before they patched some of the holes, the water was running right in a row, right through into the pavement. The thing that bothered me was that the chief engineer said that’s not even on the horizon. He said that a word of that hasn’t been mentioned to anybody.”

During his conversation with the chief engineer, Mr. Snell said he told the DOT official he would be bringing his concerns to the attention of the Parishville Town Board and the engineer had no problem with that.

Mr. Moore said that he is particularly upset because of what he perceives as a broken promise and he has actually had a close call himself on that very road.

“I got a problem with the fact that we were assured that it was going to be done and it’s not done. So I’m going to be writing letters and talking to people and try to find out why there was money earmarked to resurface this road and it hasn’t been done,” Mr. Moore said. “I went in the ditch last winter. It was icy, and there’s no shoulder. I don’t have four-wheel drive, but I slid right off in the ditch,” he recalled.

“The shoulders need to be widened, the road needs to be widened, and it needs to be resurfaced. And we’ve been assured that they were going to do that,” Mr. Moore added.
