The Honorable Thomas Bertrand of Morristown Town Court has devoted, and continues to devote his entire professional life to public service. Judge Bertrands dedication to public service began as absolutely early as when he was still a high school student at Ogdensburg Free Academy wherein he enlisted in the U.S. Navy Reserve, followed shortly upon his graduation by an enlistment in the U.S. Marine Corps where he was deployed to Vietnam and for which service he received commendations as a result of combat operations.
After Vietnam, he returned home to northern New York and served as a policeman with the City of Ogdensburg, and later became a Special Agent, INS Criminal Investigator, and then retired as a distinguished Senior Agent with the U.S. Border Patrol. Accordingly, as a Judge with Morristown Town Court, Thomas Bertrand has brought an unparalleled wealth of experience and acute knowledge of criminal law and criminal procedure to the bench, and has done so for the past eight years.
Equal to his vast experience and expertise in addressing criminal matters while in his judicial role, Judge Bertrand is truly skilled in understanding, evaluating, and adjudicating the wide array of civil matters which most impact the concerns of the people of the North Country. With his understanding of human nature as it is vis-a-vis court processes, Judge Bertrand uses the depth of his understanding to mediate successfully often truly complex, sensitive, and muti-faceted civil cases in his role as a certified mediator.
Consistent with his willingness to give to and serve the community and his country as he has done al throughout his adult - and even adolescent - life, Judge Bertrand, most notably, is warm, caring, compassionate, and so personable, while also being firm and fair. His personal characteristics touch upon and shape the way in which he presides over, and listens as attentively as he does to cases appearing in his Court. Among one of the many impressive and truly admirable aspects of Thomas Bertrands judgeship, however, is his skillful ability and inclination in striking well the often delicate balance between the great importance of safeguarding, on the one hand, a communitys inherent interest in its protection, peace, and order, and, on the other hand, the individuals Constitutional rights, particularly the right to the due process of law, Judge Bertrand is able to balance these competing interests so skillfully because he is consummately dedicated to taking that amount of due diligence and due care in researching the law as it applies to any given case which is presented before him. Towards this end, he continually stays current with the latest trends, the nuances, and the general state of the New York legal landscape so that he can insure his best judicial service to the people in the community whom he serves. Accordingly, he is highly respected and enjoys the considerable confidence of not only the members of the bar throughout northern New York, but also with those in the New York State Unified Court System. Judge Bertrand is not only one of our best, brightest, and most recognized and commended, but he is also selfless, tireless, and is genuinely dedicated to our needs, concerns, and interests. He genuinely loves what he does, and he performs his judicial role so very, very well.
For all of the aforementioned reasons, then, and in light of his nearly five decades of selfless support for so many of us here in the North Country, please consider re-electing Judge Bertrand in the primary election on Sept. 10, and in the general election on Nov. 5.
