State DOT OKs entrance plan for LeRay Nice N Easy on Route 11


A plan abandoned last year for a Nice N Easy convenience store across from Walmart in the town of LeRay is now back in play.

The state Department of Transportation approved plans for the entrance/exit to the commercial subdivision, located east of the Walmart traffic light on the northbound side of Route 11, after it received a revised site plan for the 22-acre parcel. It was determined that a previously required right-hand turn lane and traffic study no longer are required for the project because the parcel was downsized into a smaller commercial subdivision by owner/developer Drum Route 11 LLC, Pittsford. The manager of that company is Robert C. Morgan, owner of Morgan Management.

Valentine Stores Inc., Watertown, plans to build the 5,820-square-foot convenience store, which will include a Mama Mia’s pizza bar and submarine sandwich counter. The building also calls for a fuel canopy with eight pumps, a drive-through window and 24 parking spaces. The LeRay Planning Board reviewed the conceptual site plan Thursday.

Edward J. Valentine, owner of Valentine Stores, plans to purchase the 2.1-acre commercial lot from Drum Route 11 LLC once the Planning Board approves the site plan. He hopes to break ground on the project this fall.

“Over the past year, we worked with the DOT and town of LeRay to come up with a good solution for the project,” Mr. Valentine said.

In addition, the overall blueprint for the commercial subdivision by Drum Route 11 calls for a 16,000-square-foot grocery store with 94 parking spaces on the lot south of the convenience store; planned on the lot to the north of the store is a 4,000-square-foot retail store with 30 parking spaces.

When the blueprint for the Nice N Easy store was proposed a year ago, DOT required Drum Route 11 LLC to include an additional turning lane on the northbound side of Route 11 for the commercial subdivision. It ruled that vehicles would be allowed to make only right-hand turns into and out of the property. The plan also would have required the owner to complete a costly traffic study because of the larger commercial area planned, town planner Jessica L. Jenack said.

But Drum Route 11 LLC scaled back that original plan, she said, which enabled the direct entrance/exit to the subdivision to be approved. It also cleared the way for the Nice N Easy to be developed.

“It has now scaled back plans for additional development behind the land that triggered the traffic study,” Mrs. Jenack said. “They had proposals for lots in the back with potential uses on it.”

The entrance/exit approved by DOT will be allowed only for the three proposed commercial lots. To develop additional property, a traffic study will be needed to reconsider the entrance/exit plan.

A call seeking comment from Mr. Morgan about plans for other businesses at the subdivision was not returned.

A 16,000-square-foot store would equate to the size of most Aldi supermarkets.
